8月5日，廣東省教育廳發(fā)布《關(guān)于進(jìn)一步加強(qiáng)外籍教師管理工作的通知》，要求各地市教育局進(jìn)一步加強(qiáng)對(duì)教育部門(mén)審批的培訓(xùn)機(jī)構(gòu)聘用外籍教師的監(jiān)督管理。
The notice was issued after the department received a growing number of complaints from parents that some foreign teachers in some training agencies were not qualified, and a few of them were tourists.
該《通知》發(fā)布之前，教育廳收到越來(lái)越多家長(zhǎng)的投訴，稱(chēng)一些培訓(xùn)機(jī)構(gòu)的外籍教師不合格，甚至有一些是游客身份。
《通知》涉及的聘用外籍教師的單位包括高校、中職學(xué)校、中小學(xué)、幼兒園和校外培訓(xùn)機(jī)構(gòu)等。
《通知》要求，匯總建立本市各級(jí)各類(lèi)學(xué)校和培訓(xùn)機(jī)構(gòu)聘用外籍教師工作臺(tái)賬。
The Guangdong Provincial Department of Education is requiring all universities, colleges, schools, kindergartens and related training agencies to check on the backgrounds and establish special files for all foreign teachers before Sept 15.
廣東省教育廳要求各高校、中職學(xué)校、中小學(xué)、幼兒園和相關(guān)培訓(xùn)機(jī)構(gòu)，在9月15日前對(duì)所有外籍教師進(jìn)行背景調(diào)查并建立專(zhuān)門(mén)文件。
The files will be sent to local departments of education, science and technology, public security and foreign experts affairs, said the notice.
《通知》稱(chēng)，這些文件將被報(bào)送到教育廳、當(dāng)?shù)乜萍疾块T(mén)、公安部門(mén)和外專(zhuān)局。
根據(jù)《通知》要求，確保每位外籍教師持證上崗，不得聘用無(wú)來(lái)華工作許可、工作類(lèi)居留許可的人員。
All the schools and agencies are required to abide by Chinese laws and regulations in recruiting foreign teachers.

None of the foreigners are allowed to be recruited as teachers before they have been granted work permits and residence permits.

同時(shí)，各聘用單位聘用外籍教師前，還應(yīng)通過(guò)有關(guān)考核對(duì)擬聘外籍教師的教學(xué)能力、師德師風(fēng)等方面進(jìn)行綜合評(píng)估。
In addition to helping foreigners apply for work permits, schools and training agencies are asked to strictly assess the foreign teachers' morality before they are hired.
